COURSE OVERALL LEARNING GOAL:

This course is designed for all full-time, part-time, reserve or volunteer law enforcement or fire officers, as well as emergency medical services personnel, private security officers and all responsible for the protection of life and property.

This class will educate first responders and security personnel by providing a step-by-step guide for resolution of a bomb and biological threat incidents. Students will learn common practices, policies, and protocols in an effort to assist them in evaluating and assessing the credibility of both bomb and biological threat incidents directed at schools, worship spaces, places of business and where people gather. In addition, Responders will learn how to develop and execute search and evacuation operations in an effort to help guide those in charge of venues under threat.

This class is offered by Sergeant Mark Ficcadenti (retired) of the Saint Paul Police Department.  As head trainer of the canine unit he and his EOD canine partners have worked and deployed under four U.S. Presidents and he has provided dignitary and venue protection for high profile events to include the Republican National Convention. Sergeant Ficcadenti has taught police and allied professionals throughout the world in explosives detection.Sergeant Ficcadenti was part of a cadre of, who upon request from the United States Military and the Brazilian Ministry of Justice, trained multiple explosives detecting dog teams for the 2007 World Soccer Games held in Rio de Janeiro. He specializes in venue risk assessment and mitigation. He currently serves as a consultant to the Mall of America and assists in the training and testing of all explosive ordnance detecting dog teams. Mark Ficcadenti was invited by the Bureau of Alcohol, Tobacco, Firearms, and Explosives to assist in developing coursework in an effort to educate, train and develop protocols for the operational response of explosive ordnance detecting dog teams for bomb incident threats.
